AN ORDINANCE ORGANIZING THE PRE-MARRIAGE COUNSELING (PMC) TEAM OF BALUNGAO

 

EXECUTIVE ORDER NO. 05

Series of 2011   

AN ORDINANCE ORGANIZING THE PRE-MARRIAGE COUNSELING (PMC) TEAM OF BALUNGAO, PANGASINAN AND DEFINING ITS DUTIES AND FUNCTIONS  

                WHEREAS, there is an existing Pre-Marriage Counseling (PMC) Program whose implementing guidelines was revised in 2002.

            WHEREAS, amendments to the Revised Pre-Marriage Counseling (PMC) Program Implementing Guidelines of 2002 were introduced under the 2009 Pre-Marriage Counseling Manual Content and Process Guidelines;

            WHEREAS, Joint Memorandum Circular No. 01, series of 2010 of the Department of the Interior and Local Government, Department of Health, Department of Social Welfare and Development and the Commission of Population enjoin all Local Chief Executives to organize their Pre-Marriage Counseling Team in their respective jurisdiction;

            NOW THEREFORE, by virtue of the power vested in me by the law, I, PHILIPP G. PERALTA, in my capacity as the Municipal Mayor of the Municipality of Balungao, Pangasinan, do hereby order:

            Section 1. The Pre-Marriage Counseling (PMC) Team of Balungao, Pangasinan shall be composed of the following:

            Team Leader   :           Mrs. Cecile Mae. H. Doculan

                                                RCC II/Desginated Asst. Med. Tech.

            Members        :           Mrs. Eva T. Bergonia

                                                Public Health Nurse

                                                Mrs. Susana I. Ballano

                                                Municipal Social Welfare and Dev’t Officer

Section 2:        The Pre-Marriage Counseling Team shall have the following duties and functions:

 

a.      Develop and maintain a responsive mechanism to effectively implement the Pre-Marriage Counseling Program in the municipality;

b.      Advocate for the effective implementation of the Pre-Marriage Counseling Program to ensure continued awareness and support for the program;

c.       Undertake preparatory activities for the Pre-Marriage Counseling session by:

 

i.                    Disseminating information about the PMC program through the radio, community assemblies, barangay meetings, and other media outlets;

ii.                  Posting schedules of the PMC sessions in the Office of the Local Civil Registrar, Offices of the mandatory members of the PMC Team, and other noticeable places in the municipal hall.

iii.                Ensuring appropriateness, readiness and availability of a venue for PMC session;

iv.                 Preparing schedules of PMC sessions for mandatory team members to enable them to plan those activities;

v.                   Ensuring the availability of PMC supplies and materials;

 

d.      Conduct a PMC session to not more than 15 couples at a time;

e.      Issue PMC Certificates which are signed by accredited mandatory PMC Team members to engaged couples who have completed the PMC sessions.

Section 3.  All prior issuances inconsistent with this Order shall be deemed superseded and repealed.
