RESOLUTION NO. 2012-395
SPONSORED BY COUNCILOR SALVADOR M. ALEJANDRO
RECOMMENDING TO THE PROVINCIAL ENVIRONMENT AND NATURAL RESOURCES OFFICER, MADAM LEDUINA S. CO AND COMMUNITY ENVIRONMENT AND NATURAL RESOURCES OFFICER-URDANETA CITY, MR. FERNANDO B. ESTRADA, JR., TO STOP AND OR SUSPEND THE ISSUANCE OF PERMIT TO CUT TREES WITHIN TW0 (2) KILOMETER RADIUS FROM MT. BALUNGAO
WHEREAS, it has been reported that because of denudation of some portions of Mt. Balungao due to unhampered cutting of trees within the forest reserved and timberlands had greatly contributed to erosion and mudslides;
WHEREAS, because of the erosion, indiscriminate cutting of trees and forest/grass fire, the natural landscape and wildlife of Mt. Balungao, including its hills and valleys and forest reserved areas, are in great danger;
WHEREAS, it has been observed also that some permit to cut trees near the Balungao Hot and Cold Springs Resort were issued without site inspection and disregarding its adverse effects to environment and the municipality’s tourism industry. The unsystematic issuance of permit to cut trees runs counter with the LGU’s reforestation and preservation of the entire Mt. Balungao;
NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, in session duly assembled, to respectfully recommend to the Provincial Environment and Natural Resources Officer, Madam Leduina S. Co, and the Community Environment and Natural Resources Officer, Mr. Fernando B. Estrada, Jr. to Stop the Issuance of Permit to Cut Trees Within Two (2) Kilometer Radius from Mt. Balungao. A moratorium in the issuance of permit to cut trees will tremendously help the LGU’s reforestation of Mt. Balungao.
RESOLVED FURTHER, copies of this resolution shall be forwarded to Madam Leduina S. Co and Mr. Fernando, Jr., PENRO and CENRO, respectively, for their preferential attention, ready reference and favorable action.
RESOLVED FINALLY, copies of the same furnishing all concerned Punong Barangays, for their information, guidance and support.
ON MOTION of Councilor Salvador M. Alejandro, Chairman, Committee on Environmental Protection and Sustainable Development, seconded by Councilor Cromwell Oliver M. Hernandez, the foregoing resolution was Approved Unanimously, this 2nd day of July, 2012.
I HEREBY CERTIFY to the correctness of the above-quoted resolution.
