In line with the Vision, Mission, and Core Values of the Department of Social Welfare and Development, the Municipal Social Welfare and Development Office of the Municipality of Balungao has geared towards promoting the rights and welfare of the poor and marginalized for an improved quality of life. The MSWD Office of Balungao is continuously exerting its utmost effort to deliver the appropriate social welfare services which wiii facilitate self-help among ail the clientele categories being served by the agency. The footwork of the helping relationship among clients which is client-worker relationship is being established to ensure that all clients’ involvement are optimized which will eventually result to improved living condition and finally enabling them to become self-reliant. Likewise, the famous quote which characterizes social work profession “from womb to tomb” portrays the social welfare programs and services extended to all clientele categories from children, youth, women, and older persons, persons with disability, programs for family welfare, emergency assistance programs, and Pantawid Pamilyang Pilipino Program. Herein report are the various programs and services that were religiously and successfully implemented to the major sectors for the current year 2019. Social Welfare in this municipality is founded on a noble purpose. The Local Government Unit of Balungao is committed everyday to provide services to its citizenry whether it is behind closed doors and out in the open.

The programs and services of the MSWD Office were successfully implemented because of the utmost support given by the Local Chief Executive, Hon. Philipp G. Peralta, Sangguniang Bayan headed by Hon. Minda T. Peralta, Municipal Vice Mayor, and the barangay officials headed by ABC President, Hon. Jose G. Peralta, Jr. All the 20 barangays were served by this Office per clientele category with the various social welfare packages of services. In the year 2017, the MSWD Office successfully assisted the disadvantaged individuals, groups and families.
